The core 43 CFR Part 3160 series regulations govern all exploration, development, and production operations of oil and gas deposits on leases issued or approved by the United States.
43 CFR Subpart 3170 establishes the framework for the management of oil and gas production. It also specifies the responsibilities for lessees, operators, purchasers, and transporters.
§ 3171 states the minimal requirements for approval of drilling, oil and gas and service well proposals, certain subsequent well operations, and abandonment.
§ 3173 facility management requirements are generally split between what can be done in the field, and office approvals for federal production handling methodology.
§ 3174 outlines specific requirements for operators to accurately measure the quantities of hydrocarbons produced, and reporting the data to the relevant authorities.
§ 3175 establishes rules and standards for the accurate measurement of gas production, including the use of appropriate equipment and methods and notification requirements.
§ 3176 sets out regulations and procedures aimed at protecting the health and safety of workers and the environment in areas where H2S may be encountered.
§ 3177 outlines the regulatory framework governing the disposal of produced water from oil and gas operations during drilling and production.
§ 3178 provides governing circumstances in which lease production can be used on lease without incurring royalty obligations under specific conditions.
§ 3179 implements measures to prevent the waste of hydrocarbons. This subpart supersedes portions of NTL–4A pertaining to flaring, venting, lost gas, and waste prevention.
